There is one very important point which has not been clarified. How many rifling grooves are in the barrel ? If this piece has only three grooves, then it is a cut down rifle.

Could the "arabic" writing be Nepalese? Perhaps this is a local-manufacture copy of the standard artillery carbine. That may also explain the length differences.
